Brussels, 23/11/2004 (Agence Europe) - EU foreign affairs ministers met on Monday for the second time in a backdrop to the General Affairs Council, their counterparts from western Balkans countries - Albania, Croatia, Bosnia-Herzegovina, Macedonia, Serbia-Montenegro - at the EU-western Balkans Forum launched in June 2003 at the European Council of Thessaloniki.
