Brussels, 26/10/2004 (Agence Europe) - As part of its 25th anniversary, the European Institute for Research in Security and Defence (GRIP) is organising on 17 November in Brussels, a study day on the theme of "Humanitarian Actors in War: Heroes or Victims?" The humanitarian dimension of modern armies will be raised by the Belgian minister for defence, André Flahaut, as well as humanitarian aid in light of the draft constitutional treaty via the Director General of the Community's aid office (ECHO), Constanza Adinolfi. Two panels will in turn discuss risks of the militarisation of humanitarian action and risks for personnel being targeted in war. The new European Commissioner for development cooperation, Louis Michel, will try and analyse the influence of humanitarian aid in European crisis management. (Info: http://www.grip.org ).
