03/09/2004 (Agence Europe) - A spokesperson for the United Nations announced on Thursday that neither the European Union nor the Organisation for Security and Cooperation in Europe (OSCE) would be sending full teams of observers to the 9 October Presidential elections in Afghanistan. Both the EU and the OSCE will be sending small election monitoring and support teams.
