03/09/2004 (Agence Europe) - In an interview published in Friday's issue of La Republica, ahead of the Gymnich meeting, Italian foreign minister Franco Frattini said, regarding the two French journalists taken hostage in Iraq, that France was sending out an extraordinary image of unity and determination in the face of this crisis. Frattini said he had given the Dutch Presidency Italy's ideas and proposals, noting that in the war on terror, Italy felt Europe had to move to concrete action. Terrorism cannot simply be a chapter of the European Security Strategy, he said, explaining that Italy had worked on the Solana document following the 11 March attack in Madrid, and had endorsed an action plan. This now needed to be turned into a Single European Charter to confirm Europe's vocation to be a united player. He said military and police prevention was no longer enough and Europe's strategy had to be extended to genuine political dialogue with the Islamic world. Member States should exchange information, he said, describing such information exchange as being a taboo. Thought should be given to considering an EU surveillance capacity reporting to the Secretariat of the Council, said Frattini, adding that he did not mean by this setting up a European secret service.
