30/07/2004 (Agence Europe) - The European Institute of Public Administration (EIPA) in Maastricht has published its second EIPASCOPE bulletin for 2004, which in particular analyses institutional issues (Presidency of the Council in the Union of 25), the functioning of the Stability Pact, the financial perspectives for 2007-2013 and consistency of state aid.
