24/05/2004 (Agence Europe) - Poul Nyrup Rasmussen, president of the Party of European Socialists, affirmed that Europe should call for the creation of a UN Council for Sustainable and Human Development, with the same status as the Security Council. In its on-line newsheet on the European election campaign published on the PES website (http://www.pes.org ), the former Danish prime minister insisted that, "The world needs pre-emptive policies, not pre-emptive wars"…Real and lasting peace-building takes time. the local population must be actively involved and thereby committed to peace-building…When local people look passively for others to fix it, we have already begun to fail".
