20/01/2004 (Agence Europe) - Following a meeting with Brian Cowen on Monday in Dublin, Joschka Fischer said that he hoped that they would be able to reach a compromise on the European constitution before the European election next June. While making it clear that he intended to be as constructive as possible, the German minister of European affairs insisted on double majority at the Council and that the system could not remain based on a "blocking minority".
