29/12/2003 (Agence Europe) - Roger Vancampenhout, the leader of the Movement for the United States of Europe, European Left, has called for a way to be found to solve the crisis, caused by the deadlock reached during the IGC Summit in Brussels, ahead of the European elections in June. He recommends: - amending the ratification clause, so that the Constitution can come into force as soon as it is ratified, for example, by two-third or one-quarter of the Member States; - streamlining the revision clause, by a procedure ruling out unanimous decision-making (particularly for EU policy-making). His press release calls on governments, national parliaments and the European Parliament to take steps to "move further with the European integration process on the basis of the draft Constitution" drawn up by the Convention: "if there is no other solution, in view of the continuing deadlocks, an open "pioneer group" should be set up, but one that is willing to "push ahead with a federal-type Europe".
