05/12/2003 (Agence Europe) - The European Association of Public Banks (EapB) welcomes the Commission Communication on the creation of a legal framework for credit card payments, bank transfers etc (see EUROPE of 3 December, p 13). It nevertheless opposes the measure making banks responsible for conflicts between customers and traders, which would be unrealistic and would increase the costs for bank customers. The association also rejects the idea of limiting the responsibility of customers to EUR 150, in case of the loss or theft of a card that is not notified. Customers are practically invited to be negligent. A unilateral move towards the responsibility of banks is unacceptable, they feel.
