02/12/2003 (Agence Europe) - The Council of Europe budget for 2004 will total EUR 180.5 million, or only EUR 30 million more than the 2003 budget for the Court of Justice of the European Union (EUR 150,599,614). For comparison, the budget of the European Court of Human Rights will be EUR 39.2 million in 2004. With this very modest budget, the Strasburg Court defines the law for 45 member states and, contrary to the Court of Justice of the EU, welcomes referrals from ordinary citizens.
