30/09/2003 (Agence Europe) - In an interview with German newspaper Bild am Sonntag, the Luxembourg Prime Minister Jean-Claude Juncker said that "if we take Mr Giscard d'Estaing and his Convention's proposals on reform of the European institutions as they are, we will end up with a kind of chaotic European stew". He added: "Above all, we should clear up the issues of the new President of the European Council, the EU Foreign Minister and other institutions. The proposals in the draft Constitution are woolly and flawed. They endanger the EU's capacity for action".
