05/08/2003 (Agence Europe) - According to Frankfurter Allegemeine, on Tuesday, Commissioner Günter Verheugen, supports Manfred Stolpe, the German Minister for Transport, considering that Germany can create a toll for heavy goods lorries on 31 August as planned (the Commission thought that the "State Aid" investigation that is on going suspended implementation of the toll; see EUROPE 26 July p 10). The newspaper adds that Ms de Palacio had proposed a compromise to the German government: if Germany legally "decouples" the compensation system to hauliers from the rest of the legislation on tolls, this could enter into force. Mr Stolpe believes that this has already been "quite clearly carried out and that the examination of compensation cannot prevent the entry into force of he toll. The European Commission has not confirmed whether this information and has announced that it will be replying to the German government's letter sent on 31 July "in August".
