Commission postpones adoption of its proposal on flexible Kyoto Protocol mechanisms

Brussels, 16/07/2003 (Agence Europe) - Next Wednesday, the European Commission will present a new proposal of directive relating to climate change. The proposal aims to provide a Community framework for the implementation of flexible instruments under the Kyoto Protocol, bearing in mind the aim of reducing greenhouse gas emissions. There will be clarification of the links between joint implementation of the reduction goals and the clean development mechanism (two flexible instruments to be used by industrialised countries to obtain emissions credits either by cooperating with third countries that pollute less or by carrying out clean technology transfers in developing countries) with the future Community system of emissions trading, the third flexible instrument that will begin in 2005 between EU enterprises. Expected on Wednesday, adoption of this proposal has been deferred by one week due to the College's very full agenda.
