02/06/2003 (Agence Europe) - In an article he has recently published, Mouvement pour la France MEP, Georges Berthu, pays tribute to Valéry Giscard d'Estaing, who "realised what was really at stake, which is not becoming supranational at any cost by giving the Commission all the big guns, but re-establishing the link with national democracies". Mr Berthu referred to the proposal to change the President of the European Council into a genuine President of the Union. He does not, however, feel that this is enough: "Strengthening the 'Council' pillar by strengthening its Presidency will not allow us to re-establish checks by national democracies if, at the same time, the Council itself becomes a supranational institution governed in all cases by majority procedures". Mr Berthu is not pleading for a return to a "system of rigid unanimity", but suggests the majority voting be accompanied by the right to a veto (or to refuse to take part) to all national Parliaments deliberating in solemn form.
