Brussels, 30/04/2003 (Agence Europe) - Following a probe, the European Commission has authorised the joint venture between by DaimlerChrysler AG and Deutsche Telekom. The new company, Toll Collect, will establish and operate a system for the collection of road toll from heavy trucks in Germany. The Commission feared that the transaction would lead to a dominant position of DaimlerChrysler on the emerging market for telematics systems in Germany. The Toll Collect onboard units, incorporating a GPS( Global Positioning System -global system for tracking positions) receiver and a GSM communication module, will be installed in the vehicles for the purposed on toll collection but can also be used for localisation services and text services, whereby written, pre-defined information can be exchanged between the haulage companies and the trucks. Onboard units will be available free of charge to truck owners. This makes it highly likely that truck fleet owners will wish to use this box for being supplied with value-added services and will not install a second, costly and largely unnecessary systems. The Commission subsequently thinks that Toll Collect will become the main supplier of telematics services in Germany, which would risk seeing DailerChrysler exercising a dominant position on the market. In order to eliminate any worries, which do not aim to set up an actual toll collection service but rather associated services, the parties have proposed setting up an independent telematics portal company, which they will not control but which will manage a central interface where telematic services can be introduced into the Toll Collect system and provided to all trucks that are equipped with Toll Collect units. The different parties also envisage the conception of a GPS interface for the Toll collect Unity that will enable connection to third party peripherals and the updating of a toll collection method that is integrated to third party systems.
