Brussels, 24/04/2003 (Agence Europe) - Jean-Claude Juncker, Prime Minister of Luxembourg, in a declaration made on Wednesday, said that the only proposal from Valéry Giscard d'Estaing on the institutional architecture of the EU which had their consent was the creation of a Minister of Foreign Affairs (see EUROPE 4-7, yesterday). According to Juncker, these proposals could lead to "heavy risks of intergovernmental slippage" and do not take into account of opinion as expressed by the seven Member States that overall share the same idea of Europe (they expressed this on 1 April in Luxembourg), nor of the positions of these countries and the vast majority of candidate countries on the fringes of the informal European Council in Athens. Mr Juncker reiterated his opposition to a full-time President of the European Council, which in his opinion would risk modifying he institutional balance, above all, to the detriment of the European Commission.
