11/03/2003 (Agence Europe) - On Tuesday, the European Commission adopted a communication giving the broad guidelines likely to promote the emergence of a Community defence equipment policy in the context of developing the European Security and Defence Policy (ESDP) (see yesterday's EUROPE, p.7).
