13/01/2003 (Agence Europe) - The 13 January issue of El Pais reprints an article by Javier Solana from the Harvard International Review in which the High Representative for CFSP discusses changes in EU-US relations since the 11 September 2001 attacks, noting that differences in the EU's and the US' perception and capacities to combat terrorism contain the germs of a potential transatlantic rupture. He warns that nothing could be more dangerous for both sides and Europe and the United States have the common duty to cultivate relations, which requires a serious debate over perceptions, values, methods and capacities. He added that since the 11 September attacks, the US' view of the world had been visibly transformed, highlighting disparities in the views of both sides on the true nature of the new terrorist threat. He said that language was "revealing", noting that the United States speaks of a "war" on terror, while Europe sees it as a "fight" against terrorism.
