06/12/2002 (Agence Europe) - In a contribution to the Convention, MEP Alain Lamassoure proposes to call the European Summit the "Council of Premiers". In his view, with 25 or 30 members, the nature of the European Council changes, being the size of a board of administration rather than a directorate (which it was when it was conceived, he said). In future, the European Council will, in Mr Lamassoure's view, have the "vocation of being a collective Head of State of the Union - We do not want the Union to be a super-State - a single person could therefore not personalise it. But we make it a legal and political entity, with its own budget, imposing laws on all citizens (…) and acting as such on the international scene". And it should also be a major body of consultation, to maintain the "affectio societatis" between the main leaders of so many different States". Mr Lamassoure also takes a stance in favour of the election of the Commission president by the European Parliament. This Mr or Ms Europe would thus be "elected by a political majority" and the "vestal nature of the Commission above the parties" would be abandoned, he said, considering that this is the price to be paid for introducing democracy at the European level. "Once the pilot is designated in this way, how would his team be formed?" To this question, Mr Lamassoure replied: "It is up to him, to him alone", obviously in respect of geographic and political balances. In his view, this team would not be an "executive" or a European "government", but "have the same visibility, albeit not the same role". We shall come back to this.
