In run-up to Summit, Chirac queries "British cheque"

Brussels, 22/10/2002 (Agence Europe) - After meeting the President of the European Council, Anders Fogh Rasmussen on Tuesday, Jacques Chirac told reporters that a solution had to be found that was acceptable to all for funding enlargement and efforts had to be made to keep overall EU spending below a ceiling acceptable to all. Recommending an examination of all expenditure, cited the examples of the CAP, Structural Funds and the "British cheque" (refund) which is not as justified as in the past. With the coming into force of the EU's new "Own Resources" system decided in Berlin in 1999, France is now funding almost a third of the refund awarded to the UK in 1984 on Margaret Thatcher's request. Chirac said the Danish Presidency had a hard task to find a solution acceptable to all. Two days ahead of the Brussels Summit, Chirac admitted to disagreements with Germany, which is calling for reduced agriculture spending. Chirac said he hoped that they would find a compromise. Rasmussen admitted that the negotiations would be extremely tough, but said he was confident that the decisions required for enlargement would not be overshadowed by detailed discussions of budget or farming issues.
