15/10/2002 (Agence Europe) - During a symposium organised by the Istituto Affari Internzionali last Saturday in Bologna, Romano Prodi put down his prepared speech in order to reply to Gianfranco Fini, the Italian Vice Prime Minister representing the Italian government at the European Convention. The latter had affirmed that at the moment there were no European "demos" and that two generations would undoubtedly be necessary for pushing European unification further. Mr Prodi stressed the importance of the document on the institutional architecture that the Convention would be discussing on 28 October and the second Commission report at the Convention, expected in November. He also insisted on abolishing unanimity, the double majority of States/people at the Council and the setting up of a European economic government (which should at least be able to co-ordinate national economic policies) and an "avant-garde" in Europe
