Brussels, 28/08/2002 (Agence Europe) -Per Stig Moeller commented on the eve of the meeting in Elsinore (see also EUROPE of 24 August, p.2) that he wishes to see the Fifteen approve a peace plan for the Middle East. This roadmap would then be presented by the EU to its partners at the next meeting of the "Quartet" in New York. Saying it is impossible for the Palestinians to implement institutional reforms without a clear objective, Mr Moeller suggested setting the goal of creating a Palestinian State in 2005. "It will be necessary to advance simultaneously in the areas of security, the economy and political issues to boost the Palestinians' confidence in the possibility of obtaining an independent state and Israel's confidence in achieving security within its own borders."
