07/06/2002 (Agence Europe) - In a speech made on Tuesday, the President of the Liberal Group in the EOP, Graham Watson pleaded in favour of an in-depth reform of NATO, citing among the priorities: streamlining NATO's cumbersome command structure (possibly by delegating decisions to commanders on the ground, on the basis of guidelines set by the Alliance), providing NATO with lighter, highly mobile forces that can be deployed very rapidly, for missions like searching for Al Qaida fighters in Afghanistan. As for the ESDP, it should notably allow for a rationalisation of weapons procurement, and provide "added value in the form of a doctrine based on conflict prevention and crisis management, backed by the credible threat of military action".
