Agreement between Fifteen on very general text on exchange of police and judicial information on terrorism

Brussels, 15/05/2002 (Agence Europe) - The Permanent Representatives of the Fifteen gave their agreement, on Thursday, on a decision proposed by the Presidency on police and judicial cooperation against terrorism. The decision was intended to specify the commitment taken by the Fifteen in their common position of 27 December to avail themselves of the widest possible police and judicial assistance in order to "prevent and combat terrorism". Spain proposes that each Member State should appoint within its police services as well as within its judiciary system, a point of contact "who has access to information concerning criminal investigations" under way on terrorist infringements, who "collects" the information and transmits it to Europol and Eurojust respectively. The Presidency also invites the Member States to ensure that Europol and Eurojust exchange the information available to them, which should be set out in a cooperation agreement between the two offices. The proposal encourages Member States to cooperate through joint investigative teams and to deal "as a matter of urgency and as a priority" with the requests for legal aid and intelligence and the implementation of judicial decision in relation to a terrorist infringement. According to several sources, the text will not bring anything new - there are already contacts in this field - and it will be necessary to ensure that it does not pose a problem compared to the rules in force for data protection.
