Brussels, 01/03/2002 (Agence Europe) - The European Commission has approved a strategy document setting out the framework for EU co-operation with China during the period of 2002-2006. The document focuses essentially on the activities for encouraging and supporting economic reform with the aims of China becoming a member of the World Trade Organisation. The document also points to the efforts made by the Chinese Communist Party in fighting against poverty. On a political level it observes that the Communist Party monopolises political power and does not tolerate any alternatives to its authority. The document points out that, "China's human rights record is still far from meeting internationally recognised standards in the areas of civil and political rights, which continue to be the main concern for the EU together with rights of minorities in certain areas such as Tibet and Xinjiang." The indicative budget for co-operation with China has reached EUR 250 million for 2002-2004. As well as the actions aimed at supporting China's adaptation to the international trade system, co-operation will be concentrating on support for the transition to an open society, the development of a Sate of Law and respect for human rights. The document also outlines greater co-ordination between EU action and bilateral activities by Member States.
