14/11/2001 (Agence Europe) - During a speech given on Wednesday before the Irish Senate, Commissioner David Byrne took a stance in favour of a European Constitution and justified the importance of the debate on the future of Europe by the fact that it would be necessary to "develop a sovereign Union" in the form of a Federation of Nation States (EUROPE will come back to this).
