Brussels, 02/10/2001 (Agence Europe) - NATO formally noted on Tuesday that the attacks on 11 September are covered by its collective defence guarantee. This came after it had received "conclusive" information from the United States on Ossama bin Ladin's involvement in the attacks. NATO Secretary General Lord Robertson said the facts were clear and without ambiguity, after receiving with the ambassadors of 19 Alliance countries the report by Robert Taylor, US Coordinator for the fight against terrorism. Briefings prove that the Al Qaida (the organisation led by bin Ladin) was involved in the attacks on 11 September, said Lord Robertson. He refused to reveal any details of what he said were "classified briefings". Although no proof, in the legal sense of the term, was presented by Mr Taylor, the allies seem satisfied with the information provided by the latter. The NATO Secretary General also spoke of the protection of terrorists assured by the Talibans, which, in his view, allows the responsibility of the authorities in Kabul to be implicated also. He concluded that it is now an established fact that the attacks against the United States was conducted from abroad. It will therefore be considered as an action covered by Article V of the Treaty of Washington, which states that an armed attack against one or several allies will be considered as an attack against them all.
