Baron welcomes Bush's cautious speech distancing itself from the warlike comments so often heard over recent days

Brussels, 24/09/2001 (Agence Europe) - "Never has democracy been destroyed by terrorism and, if the attacks mean that terrorism is on the rise again, our response must be a common but measured response", declared Enrique Baron, Spanish leader of the Socialist Group, last week. He felt that, in his speech before the Congress, President Bush showed himself to be "more cautious by taking a distance from the warlike remarks made over recent days" (see EUROPE of 22 September, p;5). He added: "The European Socialists and Social Democrats support the American President when he affirms that the war on terrorism must not only be on the military but also on the diplomatic and financial fronts. All democrats must remain firmly together. And it is UN Security Council Resolution 1368/2001 that remains our base for a common response so that we may together guard against any further threats".
