France's HAVAS ADVERTISING has scrapped its plans to buy the UK's TEMPUS, signalling that it would not be making a counter offer to WPP's bid. WPP put in a bid on 20 August 2001 for £5.55 per TEMPUS share (14 pence higher than the French company's bid) valuing TEMPUS at £437 million.
