07/08/2001 (Agence Europe) - President Prodi and Commissioner Barnier have already told the EP that the next IGC on the EU's institutional reform could already begin end-2003 rather than, as expected, in 2004, but the decision will be taken at the Laeken Summit, said a Commission spokesman in answer to a journalist questioning him on Italy's wish to see the Intergovernmental Conference being held under its presidency, in the second half of 2003.
