19/06/2001 (Agence Europe) - On Wednesday, the European Parliament adopted Malcolm Harbour's report (EPP-ED, UK) on the proposal for a directive on a universal service and the rights of IT users concerning networks and electronic service communications (see EUROPE of 2 June, page 16). The text's objective was to define the specific rights of users and to put forward ideas on a universal service. This would be part of the telecommunications package, which aims to adapt European legislation to the IT revolution and to increase competition in this market, in accordance with the conclusions of the European Council in Lisbon.
