Brussels, 29/03/2001 (Agence Europe) - The Galileo project will return to the table of the COREPER, the EU 15 Permanent Representatives having been able to finalise, on Wednesday, the draft resolution for the launching of the second phase of the programme, whose adoption is expected during the Transport Council, on 5 April. The COREPER is still looking for a formulation that may satisfy the entire world over the issue of financing, we learned from a source close to the dossier. On the other hand, representatives from the EU 15 have reached an agreement over the issue of the nature of the system, by using a formula according to which Galileo is a civilian programme under civilian control, not discounting a possible use by the military, and, thus, by postponing until later the talks over this issue. The European Commission, which had managed to obtain the support of the EU 15 for the continuation of the project at the Stockholm Summit, is irritated with these persistent difficulties. It is important that each takes on its responsibilities, each should publicly explain the problems that remain, in its opinion, pending despite the support given by the Stockholm European Council, underlined the spokesperson for Commissioner de Palacio.
