Text of the German and Italian proposal on provisions to include in the Treaty of Nice regarding "enhanced cooperation"

The German and Italian proposals on "enhanced cooperation" is to be underlined for several reasons:

• It rejects the notion of a pick-and-choose Europe, by which disparate groups of Member States could take "inconsistent and disordered" initiatives, but sees in this instrument the possibility for a group of Member States to "form a vanguard, open and functional", so much so that the correct name would be "enhanced integration"
