Cem and Verheugen welcome good understanding and reform progress but do not conceal difficulties

Brussels, 21/09/2000 (Agence Europe) - After their meeting on Wednesday, the Turkish Foreign Minister, Mr Cem, and European Commissioner Mr Verheugen expressed their satisfaction for the way in which EU/Turkey relations have developed since the Helsinki Summit. "I told Mr Cem I appreciate the debate which started, in which the reform process is already visible", said Günter Verheugen, who pointed out that he had discussed with ministers "ideas crucial for our further cooperation" and for "accession partnership". The Commissioner added he would do his best to propose an accession partnership that is acceptable for Turkey, but stressed that this is a "unilateral" document and not "a document to be negotiated". There will however be consultation with Turkey, he specified. Mr Cem, for his part, noted that the Commissioner consulted him thoroughly: "We shall bring some comments and try to cooperate and be helpful", he said. While welcoming the "very good working relations" with the Commission and with the Commissioner, Mr Cem added that this does not mean there will be no diverging views and that difficulties will not be plentiful.
