24/05/2000 (Agence Europe) - Libya responded negatively to the invitation of the Presidency of the EU Council to attend the Euro-Mediterranean meeting in Lisbon on Thursday and Friday, with observer status (see yesterday's EUROPE, p.10), says an official source. EUROPE recalls that, at the Africa/Europe Summit in Cairo, Colonel Ghadafi said that the "Barcelona Process" was an instrument of division for the Africans. Libya's rapprochement to this process thus seems not to be complete.
