MEPS reject Finnish proposal on immigrants in lawful situation

Brussels, 20/04/2000 (Agence Europe) - Most of the members of the European Parliament Committee on Citizens' Freedoms and Rights rejected a draft regulation proposed by Finland (when it held Council Presidency) in order to determine Member State obligations concerning the readmission of third country nationals (another example of a Member State exercising the right of initiative in "third pillar" issues). Expressing their views on a report by Anna Karamanou (Greek Socialist) on this subject, most MEPs felt the draft regulation could conflict with other legal instruments such as the Dublin Convention (which stipulates that asylum seekers must make their request for asylum in the EU countries where they first arrive and then wait for the result in this country) and the Schengen Agreements. In the report, Ms Karamanou also criticised certain aspects of the Finnish proposal, which would above all oblige the Member Sates where foreign nationals make an unlawful entry before going on to another Member State to take them back before they are sent back to their country of origin.
