03/04/2000 (Agence Europe) - In a speech made to the "Brian Lenihan Memorial Lecture," on 30 March in Dublin, Javier Solana, outlined his role as High Representative for the CFSP, indicating that his "first priority" is to assist the Council Presidency and the Member States in the move towards an efficient common foreign and security policy that, in his opinion, requires the establishment of a military capacity (in this context, he underlined the traditional "undertaking by Ireland" in peace missions). Mr. Solana largely focused his speech on the role of the EU in the Balkans, recognising the need for a more coherent strategy: "the European Council asked me to take charge, and make concrete proposals for the next General Affairs Council," he added with regard to the Lisbon Summit.
