07/02/2000 (Agence Europe) - Tarja Halonen, the Social Democrat Minister for Foreign Affairs who Presided over the Council of the EU during the second quarter of 1999, was elected, in the second round, President of the Republic of Finland. She is the first woman to occupy the post.
