On Sunday 26 September, High Representative of the Union for Foreign Affairs and Security Policy Josep Borrell said that the EU-facilitated Serbia/Kosovo Dialogue remains “the only platform” to address and resolve all open issues between the Serbian and Kosovar parties, “including those related to freedom of movement and licence plates”.
Mr Borrell reiterated his call on the Serbian and Kosovar authorities to act “unconditionally” to de-escalate the situation on the ground, by “immediately” withdrawing special police units and dismantling roadblocks. “Any further provocations or unilateral and uncoordinated actions are unacceptable”, he added.
The Kosovar government has banned vehicles with Serbian licence plates from entering its territory. Hundreds of Serbs block traffic at two border crossings. On Sunday, Serbia renewed its alert level on the border with Kosovo (see EUROPE 12797/14).
The High Representative also described the arrival of the chief negotiators for Serbia and Kosovo “in the next few days” as a “first positive step”. “It is crucial that they come with a mandate to discuss the way forward and find sustainable solutions that are in the interests of the citizens”, he said.
