Experts from the EU Member States, meeting on Monday 25 November in the Special Committee on Agriculture (SCA), approved the proposal for a Regulation (transitional measures) on financial discipline from 2021 onwards and flexibility between pillars of the Common Agricultural Policy (CAP) for the calendar year 2020.
The European Parliament should in turn quickly approve the text to allow the adoption of the Regulation by the EU Council in January 2020. This proposal is technical (https://bit.ly/2OnMp67 ).
The other proposal on technical measures (direct aids and rural development) will require further examination at EU Council and European Parliament level (see EUROPE 12371/1).
Post-2020 CAP. The SCA also discussed drafting suggestions from the Finnish EU Council Presidency on direct payments for the post-2020 CAP.
Disagreements between delegations persist on support for small farmers, the modality of 'redistributive payments' and support for young farmers.
Finally, experts from EU countries expressed some concerns about the Finnish Presidency's suggestions regarding support for cooperatives and other forms of cooperation (exclusion of inter-branch organisations, administrative complexity, time limits on support).
