The High Representative of the Union for Foreign Affairs and Security Policy, Federica Mogherini, and Vietnam's Minister of National Defence, General Ngô Xuân Lich, signed a framework agreement on Thursday 17 October in Brussels for Vietnam's participation in EU civilian and military crisis management operations.
