Due to a lack of sufficient majority, experts of Twenty-eight were unable to approve or reject Monsanto's authorisation of GMOs

Experts from EU Member States, meeting in the Standing Committee on Plants, Animals, Food and Feed (EU PAFF Committee), failed on Friday 8 March to approve or reject the European Commission's proposal for the authorisation or renewal of authorisation of Monsanto GMOs for food and feed use. 

The lack of the required qualified majority explains this failure.
