The negotiators from the European Parliament and EU Council, assisted by the Commission, are not yet out of the woods on reaching an agreement on the proposal to strengthen the EU civil protection mechanism for a more effective collective response to natural or man-made disasters. Their trouble is due in particular to the creation of a reserve of assets, known as RescEU.
