On Thursday 7 December, the European Commission referred Hungary to EU Court of Justice over two controversial laws on NGOs and higher education (see EUROPE 11876).
The two laws had raised questions as to the respect of the rule of law in the country –without the Commission judging the Hungarian situation serious enough, however, to trigger a specific mechanism for political dialogue and monitoring.
