Insufficient and vague, May's offer on rights of citizens disappoints

European leaders on Friday 23 June showed caution, if not scepticism, over the offer tabled by Theresa May on Thursday evening 22 June on the rights of European citizens living in the United Kingdom (see EUROPE 11814).

Council President Donald Tusk said on Friday after the European summit that his “first impression” was that May’s offer fell “below our expectations” and could even worsen the situation of European citizens in the United Kingdom.
