Commission proposes to extend derogation to ETS for intercontinental flights, to NGOs' great regret

In order to take account of the agreement reached in October 2016 at the International Civil Aviation Organisation (ICAO) to tackle CO2 emissions from air transport by means of a Global Market-based Measure (GMBM), the European Commission on Friday 3 February proposed once again extending the derogation to the emissions quota trading system (ETS) enjoyed by intercontinental flights (see EUROPE 11716, 11641). The announcement comes as no surprise, but is a great disappointment to the NGOs...
