Oxfam describes five European countries as tax havens

The Netherlands, Ireland, Luxembourg and Cyprus are among the worst 15 tax havens in the world, the NGO Oxfam concluded in a report published on Monday 12 December.

The Netherlands made it onto this list by virtue of its tax incentives, a withholding tax of 0% and "evidence of large-scale profit shifting".
