On Tuesday 6 September, the European Court of Auditors (ECA) said in a report that EU support for Montenegro was not having enough of an impact. In a press release, the Court of Auditors said that the aid provided has encouraged legislative changes and helped establish civil institutions but "effectiveness was often reduced because outputs were either not fully used or not followed up by the Montenegrin authorities".
