Brussels, 22/04/2016 (Agence Europe) - The implementing regulation of 21 April 2016 on the maximum buying-in price for skimmed milk powder for the first individual invitation to tender was published in the official journal of the EU of Friday 22 April.
For the first individual invitation to tender for the buying-in of skimmed milk powder within the tendering procedure opened by Implementing Regulation (EU) 2016/482, in respect of which the time limit for the submission of tenders expired on 19 April 2016, the maximum buying-in price is €169.80/100 kg.
The services of Commissioner Phil Hogan say that bids were received for a total quantity of 22,622 tonnes at prices ranging from €155 to €169.8 per 100 kg. 57% of the bids were lodged at a price of €169.8/100 kg (= the intervention price).
The regulation doubling the cap on the public storage of skimmed milk powder and butter (to 218,000 and 100,000 tonnes respectively) came into force on 20 April. With the fall in prices for dairy products, the cap for powdered milk was reached at the end of March (when the cap is reached, intervention proceeds by invitations to tender).
The Commission undertook to run the tender (before the caps were doubled) responsibly in order to avoid any fall depressing €169.8/100 kg. All the offers were, therefore, accepted. That quantity is not deducted from the new ceiling of 218,000 tonnes of skimmed milk powder (buying-in at fixed price). It is, therefore, an additional quantity that is taken out of the market.
