Brussels, 02/10/2015 (Agence Europe) - Interinstitutional talks have begun on the European PNR plan to transfer information about air passengers, and the member states have set out their negotiating programmes in a Council of the EU document expressing notable differences from the position taken by the European Parliament's civil liberties committee (LIBE).
